SES Jeffery A. Hurley
Director, Information Command, Control, Communications and Computers

Mr. Jeffery Hurley currently serves as the Director (Acting), Information Command, Control, Communications and Computers (IC4) for Headquarters Marine Corps (HQMC) Deputy Commandant, Information (HQMC DCI). As Director (Acting) IC4, Mr. Hurley is responsible for the planning, directing, coordinating, and overseeing of Marine Corps C4 functions and programs. He provides strategic direction to enable the effective and efficient application, modernization, functional integration, acquisition, and management of all Marine Corps C4/IT resources that ensure Marines can communicate in any clime and place.

Prior to assuming his current position, Mr. Hurley was the Executive Director for Command, Control, Communications, and Cyber Systems (C4S) and the Deputy Chief Information Officer for U.S. Transportation Command, Scott Air Force Base, IL (2021-2024) where he provided oversight of the Joint Deployment and Distribution Architecture to guarantee mission assurance through resilient, critical C4S for USTRANSCOM and its five component commands.

Prior to his appointment as a member of the Senior Executive Service, Mr. Hurley held several civilian positions of increased responsibility in various US Navy units. He lead a team of professionals responsible for external communication systems and upgrades to Foreign Military Sales customers, performed as Supervisor for the Ships New Construction Competency at Naval Information Warfare Center (NIWC) Atlantic where he managed the C4I systems installation in 12 new construction shipbuilding programs, and served as the Senior Manager, Sustainment Engineering and Fleet Support Competency at NIWC Atlantic, responsible for a geographically diverse team consisting of over 800 personnel.

Mr. Hurley is a native of Casper, Wyoming. He joined the Navy and served in a variety of technical and supervisory key positions. He achieved the rank of Chief Petty Officer (E-7) prior to his selection as Limited Duty Officer (LDO) and selected to Lieutenant Commander (O-4) to finish his distinguished career of nearly 23 years. He holds a Bachelor of Science, Business from Excelsior College, Albany, NY; a Master of Science, Information Systems and Operations from the Naval Postgraduate School, Monterey, CA; and a Post Masters Certificate Business Administration and Management from the Northcentral University, Phoenix, AZ.
